Remedial works on Ring Road Phase 1 to be completed by February 2016

“Remedial works on the stretch of the Ring Road Phase 1 which collapsed in the beginning of 2014 are expected to be completed by 16 February 2016. Government’s main concern is that Ring Road Phase 1, namely the road from Sorèze to Guibies, is absolutely safe before works regarding Phase 2 of the project kick off on 1st July 2016.”

The statement was made by the Minister of Public Infrastructure and Land Transport, Mr Nandcoomar Bodha, after a site visit at the Ring Road Phase 1 on Friday 14 August 2015 where he took stock of the progress of works. Mr Bodha affirmed that ARQ (Pty) Ltd Consulting Engineers from South Africa have been asked to carry out the required tests, after the completion of the remedial works, to ensure that Ring Road Phase 1 is safe before Phase 2 begins in July 2016. “Ring Road Phase 2, which will start with a Tunnel at Quoin Bluff and end at Chateau d’Eau, is part of the revised Road Decongestion Programme, which will be presented soon,” added Mr Bodha.

On site, the Minister was informed by the contractor that as remedial measures, earthquake engineering techniques are being applied to stabilise the area where the stretch of road collapsed. The remedial measures consist of reinforcing the soil strata below by using support piles up to bedrock and inclined tendons embedded therein prior to the actual construction of the reinforced earth wall itself. The collapse, as put forward by the Contractor, was attributable to the fact that the sub-soil strata was too weak to support the fill and the reinforced earth structure. According to the Minister, the application of these techniques is a guarantee that appropriate solutions are being devised to cope with the situation

It is to be recalled that the construction works for Ring Road Phase 1 started in January 2010 and were substantially completed in January 2013. There was a defects liability period of one year. However, before the expiry of the defects liability period, part of the Ring Road collapsed. As per the provisions of the Contract, the Contractor, who is totally responsible for design and construction of the Ring Road, consequently appointed ARQ (Pty) Ltd Consulting Engineers to carry out the reconstruction design and the supervision on its behalf. The costs relating to the devising and implementation of the remedial measures are being borne by the Contractor directly.

Road Development Authority
On another front, following the suspension of two senior officials of the Road Development Authority (RDA) by the board members of the organisation, following the collapse of the Terre Rouge Verdun Link Road, the Minister of Public Infrastructure and Land Transport announced that an investigation committee will be set up under the chairmanship of a senior counsel.

Mr Bodha said that the terms of reference of the investigation committee are being finalised to enable the committee to conduct an in-depth evaluation of the contracts awarded by the RDA for construction of roads since 2010. Among projects to be investigated are the Ring Road Phase 1, Terre Rouge – Verdun Link Road, and the former Road Decongestion Programme.
